This brief proposed a system of progressive vouchers that could be used to attend summer programs or summer school at any participating provider (subject to availability). Then-Senator Obama sponsored a bill based in part on the proposal (S.116 in the 110th Congress), which was authorized as a demonstration project in the America Competes Act of 2007. President Bush then declined to fund the program. Not sure where things stand now...
